about removal of DCI content

Didn't know what to do with the paragraphs about DCI so I took it all out. I was planning to merge the articles, put in only the essentials and take out much of the complicated specifics. Make it a useful article just for readers to understand what it is, how it started, and the basics. But if other editors won't support it, I'm not pushing for it.
