I though about using agrees with, but thats not quite correct. The best definition I can come up with is an environment where those doing the killings (which have all elements of murder) do not get punished, or they do not get punished harshly. Even in the situation where people disappear never to be seen again, this would be true. You'll find no state that agrees with the killings; you'll usually find states where powerful people escape the law.--Eptalon (talk) 09:53, 23 September 2021 (UTC)
